Flores graduated from West Leyden High School and Dominican University where he earned his bachelor’s degree with honors in political science. He later went to The George Washington University Law School where he earned a law degree and was awarded honors for his clinical work on immigration and human rights litigation in political asylum cases.
Flores started his career in politics as an aide to Congressman Luis Gutierrez. He later worked as a prosecutor for the Office of the Cook County State's Attorney.
In addition to his role as an Alderman, Flores sits on the boards of two nonprofit organizations. He sits on the board for Community Health, which provides healthcare to the poor and uninsured. He also sits on the board of C.A.U.S.E.S which provides psychiatric therapy and treatment to children who have been the victims of domestic abuse and violence.
Flores became the First Ward Democratic Committeeman after new federal regulations barred Congressman Gutierrez from continuing to hold the seat. After Flores stepped down this summer, the First Ward Democratic Committee selected the current committeeman, Jesse Ruben Juarez.
Flores was elected Alderman of Chicago's 1st Ward in 2003, defeating incumbent Jesse Granato (who had the support of Chicago Mayor Richard M. Daley, the Hispanic Democratic Organization and Illinois Gov. Rod Blagojevich) after a close election that resulted in a runoff.
As alderman, he sits on seven City Council committees: Economic, Capital and Technology Development; Energy, Environmental Protection and Public Utilities; Historical Landmark Preservation; Rules and Ethics; Parks and Recreation; Special Events and Cultural Affairs; and Transportation and Public Way. Since 2004, he has introduced and passed legislation to develop a local, green economy and in the areas of consumer protection, land-use and development, banking, healthcare, and government operations and management.
He serves on the Illinois Broadband Deployment Council and Chicago City Council Wireless Taskforce.
Flores is known for his work in terms of initiating sustainable development measures that address both environmental protection and economic development. He helped spearhead the Green Exchange development, which is a first of its kind green business community designed to revitalize the community and promote sustainable building practices and the green economy.
Under Flores' leadership, millions of dollars have been invested in the 1st Ward, making its neighborhoods stronger and more vibrant.
On May 10th, 2007, Flores officially announced his candidacy for Congressman Luis Gutierrez's seat for the Democratic nomination for Congress in Illinois' 4th Congressional District.
On August 28th, 2007, Flores withdrew from the race, due to Luis Gutierrez's decision to seek re-election to the office.
Alderman Flores lives in the Wicker Park neighborhood with his wife, Georgina, and their son, Teddy.
